Credit lines are usually credit cards. In this instance, the issuer will take the application, run a credit check for interest variation, and process the card. If the consumer gets denied, the issuer must inform them of the reason why. The consumer has a right to challenge the denial process, but there is no arbitration procedure for contesting the denial. If the consumer has 2 cards from the same issuer, they must combine the credit lines into one card if the consumer requests that. Providing a $5,000 credit limit is $5,000 whether two $2,500 cards, or one $5,000 card.
