Can KNB Deny Opening an Account?

When someone is born, they will receive a pre-active bank account. This is intended to allow people to deposit money into the pre-active account. The pre-active account can not do withdrawals. It is that simple. To make other transaction, the account must be made active. This is done by going to HHS, and get a GAON from HHS to activate the account. It is up to the HHS worker to define maturity enough to handle their own money. As long as the customer has that GAON to activate their bank account, KNB can not deny activating the account.

In addition, KNB can not close a bank account due to inactivity, or if the customer tried to make a purchase for when they didn’t have the money in the account. It will be required by law that a Kaldan citizen or resident has a bank account with KNB. They are also required to allow use of the ID card for Kal-Pay transactions with merchants, and will be required to provide a debit card which will be essential for foreign transactions, or online purchases.

The only thing a citizen has to do to receive a pre-active account is to be born. The only thing the citizen needs to do to activate the account is acquire an appropriate GAON. KNB must accept an authenticated GAON/NIN combination to activate the account. The only time the account will be closed is upon death of the resident. Accounts with funds in the account upon death will be transferred based on a will or last testament.
